Municipal Insurance Reform Act Protects Retirees From an Increase for 3 Years

On Tuesday, July 12, 2011 the Governor signed the Municipal Insurance Reform Act. The Act gives Massachusetts municipalities the ability to make changes to their health insurance plans or transfer them to the Group Insurance Commission (GIC) without collective bargaining. Unions still retain their collective bargaining rights over the premium contribution percentages, and they are guaranteed to share in 25% of any first year savings from plan design changes or the transfer to the Group Insurance Commission. Retiree contribution percentages are protected from any increase for 3 years if changes or a transfer is made.
